Two researchers in the US suggest such violence has ancient origins and that establishing evolution's role could help to better identify those at risk. Others argue that the research makes simplistic assumptions, and warn that some people will interpret the research as an excuse for violence.

Each year more than 500,000 women in the US alone report to the police violent attacks by current or former male partners. There is a reason why domestic violence is so widespread, says David Buss, an evolutionary biologist at the University of Texas in Austin: it carries a selective advantage, tied with reproductive success. In other words, men who are violent are trying to make sure that their partner has his child and not another man's.

Buss has previously suggested that jealousy is an adaptation to keep couples together.

"There are very predictable circumstances in which violence occurs," says Buss. "For instance, with the threat of sexual infidelity or the threat of relationship termination."

Buss and his colleague Joshua Duntley at the Richard Stockton College of New Jersey in Galloway say that several studies support the link between violence and reproductive success.

For instance, a small study of 65 pregnant women in North Carolina found that those whose partners attacked them were more likely to be carrying another man's child (Journal of Family Violence, vol?19, p?201). Another study involved quizzing 8000 women in Canada about their partners. Some 14 per cent of those with a history of domestic violence agreed that their partner "is jealous and doesn't want you to talk to other men" ? less than 1?per cent of women who experienced no violence agreed with the statement (Current Directions in Psychological Science, vol?5, p?2).

Buss thinks that future studies will further support the link. He predicts that domestic violence will be more likely when a man has a female partner of higher "mate value" ? a woman who earns more, is more intelligent or is considered more physically attractive than him. He says men in such circumstances may resort to violence to deter the woman from straying, or else to reduce her own perception of her value by lowering her self-esteem.

"Buss's hypotheses are certainly plausible," says biologist Barbara Tschirren at the University of Zurich in Switzerland. "We know from studies in animals that conflicts among family members are ubiquitous."

But Heather Douglas at the University of Queensland in St?Lucia, Brisbane, Australia, who researches the effects of criminal law on women, is less convinced. "There seem to be lots of assumptions inherent in the theory. For example, that couples are focused on having children, that couples are heterosexual, that women are attracted primarily to men who will provide," she says. "We know that intimate partner violence goes outside of these categories."

Robert Brooks, an evolutionary biologist at the University of New South Wales in Sydney, Australia, thinks that research on such a sensitive subject is always likely to be controversial. "For many people, saying something might have been adaptive in the past is difficult to separate out from saying it is good or right or natural," he says. "But we are the product of the traits that made our ancestors good at reproducing, including many quite abhorrent traits."

Buss says that a greater understanding of the causes of domestic violence could help to identify those at risk and provide better protection. Brooks says that if he is right "then [research] like this is worthwhile".

On spending, Congress can't agree on easy stuff

(AP) ? Congress is once again allowing shutdown politics to bring the federal government to the brink of closing.

For the second time in nine months, lawmakers are bickering and posturing over spending plans. The difference this time is that everyone agrees on the massive barrel of money to keep the government running for another seven weeks.

"It is embarrassing," Sen. Mark Warner, D-Va., admitted Sunday on CNN's "State of the Union." Warner asked: "Can we, once again, inflict on the country and the American people the spectacle of a near government shutdown?"

At issue is a small part of the almost $4 trillion budget intended for an infrequent purpose: federal dollars to help victims of floods, hurricanes, tornadoes and other natural disasters and whether some of the expense should be offset by cuts in other government spending.

This sort of crisis management has cost Congress credibility in the eyes of the electorate, with about eight in 10 Americans disapproving of the institution's performance after this summer's debt crisis. A major credit agency downgraded the nation's ratings as a result, unnerving the world's financial markets.

The current standoff raises a question: If lawmakers can't even agree to help victims of natural disasters, how are they going to strike a deal to cut $1.5 trillion in spending this fall in the white-hot climate of presidential and congressional politics?

The uncertainty isn't helping officials in Joplin, Mo., desperate to rebuild homes and put people back to work after a devastating tornado in May.

"We can appreciate the efforts to get our national economy in better order, but we're concerned about how that's going to affect us," Joplin Mayor Mike Woolston said Friday, as Congress headed home for the weekend, the standoff unresolved.

Woolston said he thinks lawmakers will come to an agreement before the Federal Emergency Management Agency runs out of money this week; FEMA officials said it had just $175 million in its coffers.

"But the devil's in the details," he said. "How long will it take, how much disaster funding will there be?"

That depends on whether the closely divided Senate and Republican-controlled House can find reason to agree, and then do it ? a tall order against a history of nick-of-time accords over the budget in April and raising the debt limit in late July.

This time, even the promise of a scheduled vacation this week couldn't break the impasse. Lawmakers instead backed themselves into a new standoff Friday, requiring at least the Senate to come back in session part of this week.

On Friday, the Democratic-controlled Senate blocked the House bill that would provide stop-gap federal spending, plus aid for people battered by a spate of natural disasters. The legislation also calls for $1.6 billion in spending cuts to help defray the disaster costs.

The House, meanwhile, left town for a weeklong recess and the Jewish holidays.

What remained was a familiar so's-your-mother partisan spat, with trillions of federal dollars ? more than $3 billion for disaster victims ? at stake.

Democrats complained that it's unprecedented and unfair to insist that spending cuts accompany badly needed emergency aid. Senate Majority Leader Harry Reid, D-Nev., who earlier in the week had said passage of the bill was urgent, on Friday put off a vote until Monday. The only option, he said, was to "capitulate to the job-destroying bill" from the House.

While Warner joined those blaming tea party-driven House Republicans, Sen. Lamar Alexander, R-Tenn., pointed to Reid. "He manufactured a crisis all week about disaster when there's no crisis," Alexander told CNN. He accused Democrats of "chest-pounding and game-playing."

Republicans say that with a $14 trillion-plus national debt, voters will find it outrageous that Democrats wouldn't accept $1.6 billion in spending cuts. Democrats, they said, had not learned the lesson of the 2010 elections, when tea party-backed conservatives won enough seats to give Republicans control of the House.

"We are sending a message to people that freezing spending is paramount," said one of those GOP freshmen, Michigan Rep. Bill Huizenga.

Democrats, meanwhile, are betting voters will find it petty and manipulative to let tornado and hurricane victims wonder if federal aid will be denied because lawmakers want to cut aid to automakers.

It's possible that Congress will find a last-minute way to avoid a shutdown of many federal agencies when the fiscal year ends on Friday. The Senate plans to vote Monday on a Democratic bill that would not require spending offsets to release new money for FEMA.

But GOP leader Mitch McConnell of Kentucky is confident Republicans will block the Democrats' move. It takes 41 votes to sustain a filibuster in the 100-member Senate, and the Republicans hold 47 seats.

If the GOP succeeds, the Senate could accept the House Republican bill it rejected on Friday. Or legislative leaders could try to negotiate their way past the logjam. House leaders said they don't plan to call their members back to Washington.

Still looming is the rest of the debt-limit deal. By Thanksgiving, a supercommittee of 12 House and Senate Democrats and Republicans must produce $1.5 trillion in cuts over the next decade. If they stumble, or Congress rejects their proposal, automatic cuts of $1.2 trillion would kick in, slashing domestic and defense programs. Congress is slated to vote on that package by the end of the year.

The findings, which will be presented today (26 September 2011) at the European Respiratory Society's Annual Congress in Amsterdam, suggest that people with COPD and reduced lung function should be routinely screened for cardiovascular disease, as they appear to be at a considerably greater risk of it.

The issue of co-morbidities, when an individual is affected by more than one condition at the same time, is a growing problem for medical professionals. As people are living longer, the presence of co-morbid conditions will increase. Patients are often treated by a specialist for one particular symptom but as the prevalence of co-morbidities increases it will become important for all clinicians to recognise other symptoms.

It is common for patients to have both heart disease and COPD but it is largely unrecognised by doctors because of overlapping clinical manifestations. COPD diagnosis can remain unsuspected in people with heart disease, but having both conditions can lead to a much worse outlook for the individual.

Previously there was very little epidemiological evidence linking the two conditions, but this study is the first to identify that nasal symptoms and cardiovascular disease are common in people with COPD and could link the two conditions.

The researchers collected data on nasal symptoms and cardiovascular disease from 993 patients with COPD and 993 without COPD. In the latter group, the patients were divided into two categories; those with normal lung function and those with restricted lung function. 50.1% of people with COPD had cardiovascular conditions such as heart disease, stroke and hypertension, compared to people with normal lung function (41%).

The results showed that nasal symptoms were common in people who had both COPD and heart disease compared to people with normal lung function: 53% of people with COPD and heart disease had nasal symptoms compared to 35.8% in people with normal lung function and heart disease.

In addition, 62.2% of people with both restricted lung function and heart disease had nasal symptoms, demonstrating that the symptoms could be used as a marker for identifying increased risk of heart disease and COPD in people yet to be diagnosed with either condition.

Dr Anne Lindberg, from the Sunderby Hospital in Sweden, said: "Our findings are the first to shed light on the links between both nasal symptoms and cardiovascular condition, in relation to people with COPD and restrictive lung function. This has important implications for clinicians who need to understand the potential overlaps of these conditions when they are treating people with COPD. In addition to raising awareness of these co-morbidities, it will also be important to investigate these links further and look at the effect that co-morbid conditions have on exacerbations and disease progression. "

Professor Marc Decramer, President of the European Respiratory Society, said: "Clinicians often forget that people with one chronic condition usually have another illness at the same time. Many of the illnesses that are common alongside COPD, such as cardiovascular disease, may also share similar traits and it is vital that we build on research such as this study to identify new therapeutic targets in the future.

"The European Respiratory Roadmap, which was launched last month, outlines the need for great coordination between medical specialists. As the population is aging, the presence of co-morbidities will increase. The roadmap suggests that clinicians need to improve their recognition of other conditions to improve patient care and look at how to manage COPD in conjunction with other health conditions."

Ryan called Facebook ?a great, innovative product?: ?This is a great way to reach Americans about how to fix this country?s problems. ? It?s important to engage with people on every platform we can, and Facebook is a great one.?

Cantor explained his original curiosity about Facebook: ?I wanted to see what was going on on my daughter?s wall. So I insisted, along with my wife, that we have either the access code, or she?s going to allow us in as a friend ? So, that was really what led me to Facebook. And I think all of us want to go out there and really begin to engage in a national discussion.?

All three of the leaders have made innovative uses of new media: Cantor launched YouCut, which let web surfers vote on possible budget cuts; McCarthy launched a colorful ?WhipCast? Blackberry app; and Ryan has been making web videos that dramatize the budget crisis and promote his solutions.

Cantor said: ?We?ve all been very focused on trying to develop online communities that can help track us, and keep the public involved in what we?re doing, and keep us accountable to the people that put us here. And it is about trying to build confidence.?

Ryan added: ?This is the flattening of the system, so that we are removing barriers that are separating people from their government so that it?s more interactive. ? That is one of the greatest things we?ve got going right now.?

Asked about the difficulty of advancing the House Republicans? ?growth agenda,? McCarthy said: ?We?ve got 500 million Facebook friends that help us move it through the Senate.?

President Barack Obama is also in Silicon Valley. On Sunday night, he headlined a fundraiser at Sandberg?s home, in Atherton, Calif.

Sarkozy denies links to alleged corruption case (AP)

New York, September 20, 2011 - Today marks the end of "Don't Ask Don't Tell" (DADT) - a discriminatory policy that banned gay, lesbian, and bisexual soldiers from serving their country openly. DADT ruined thousands of careers, and the frequency of discharges disproportionately affected women of color.

"This has been a long time coming. After 18 years and more than 13,000 people discharged based on their sexual orientation, the end of the 'Don't Ask, Don't Tell' law is here. Today, Lambda Legal celebrates with lesbian, bisexual and gay service members who for the first time in history will be able to serve their country openly," said Lambda Legal Executive Director, Kevin Cathcart. "We congratulate the many lesbian, bisexual and gay servicemembers who risked or sacrificed their careers to fight for justice, our colleagues at Servicemembers Legal Defense Network and Log Cabin Republicans and everyone who has valiantly helped bring the freedom to be out to those who fight for freedom for all," Cathcart said.

"But much work is yet to be done. The government has not yet taken steps to address the widespread and lasting harm that DADT continues to inflict upon previously-discharged service members - including a disproportionate number of African American women who were discharged at three times the rate at which they are represented in the armed services. Many who have been discharged received less than honorable discharges or have records noting that their discharge was based on DADT, outing them and adversely affecting their job opportunities," Cathcart added.

Lambda Legal's fight against discrimination in the military has been longer, by far, than the 18-year-old DADT law. Over the years, the organization has represented many members of the military including Margarethe Cammermeyer, Joseph Steffan, Dusty Pruitt and Copy Berg. Lambda Legal won its first case against antigay discrimination by the military in 1975, when the organization represented Ensign Vernon (Copy) Berg III. Berg was a graduate of the U.S. Naval Academy and an admiral's aide in Italy when he was anonymously outed and then discharged. In 1979, the U.S. Court of Appeals in D.C. found that the Navy rules on homosexuality were too vague. Under pressure from the Carter White House, the Defense Department entered into a settlement. Fifteen years later, Lambda Legal won a federal court ruling that the prior ban on gays in the military was unconstitutional, resulting in the reinstatement of Col. (Ret.) Margarethe Cammermeyer, a 27-year service member and Vietnam veteran.

For me that's how it all began and all of the other things that have evolved over these past 17 years have been just remarkable opportunities to speak out on behalf of those who continued to serve and had to do so in silence," said Col. "A discriminatory law was set up by the American government and Congress and that had to be repealed, and that is what we are celebrating."

* General Motors Co's (GM.N) chief executive on Wednesday expressed concern about the risk of a recession in the United States, but said pent-up demand was likely because of the need to replace aging cars in the world's biggest economy.

* Oracle Corp (ORCL.O) forecast earnings for the current quarter that are higher than expected, as well as robust software sales, offering some reassurance to investors hoping that global technology spending is holding up. Shares of the company traded in Frankfurt (ORCL.F) were up 0.9 percent.

* Design software maker Adobe Systems Inc's (ADBE.O) sales outlook for the fourth quarter was buoyed by new customer additions, allaying investor fears of a slowdown in its growth. Shares of the company traded in Frankfurt (ADBE.F) were up 4.7 percent.

* PepsiCo Inc (PEP.N) said it is forming a council to bring together its food and beverage units to take advantage of the combined scale of the company's businesses.

* European shares were down 0.8 percent on Wednesday morning after strong gains in the previous day, with investors taking some money off the table ahead of the conclusion of the Fed meeting.

* U.S. stocks ended little changed on Tuesday as investors waited to see if the U.S. Federal Reserve would offer more economic stimulus and if Greece made progress in talks to avoid a default.

* The Dow Jones industrial average (.DJI) gained 7.65 points, or 0.07 percent, to 11,408.66 at the close. The Standard & Poor's 500 Index (.SPX) fell 2.00 points, or 0.17 percent, to 1,202.09. The Nasdaq Composite Index (.IXIC) lost 22.59 points, or 0.86 percent, to 2,590.24.

Bush, Perry rift roots in nixed in-law appointment (AP)

AUSTIN, Texas ? Here's the still-beating heart of the rift between Texas Gov. Rick Perry and his predecessor, George W. Bush: When Bush was governor he refused to appoint Perry's brother-in-law to the Texas appeals court bench.

With Perry now running for president, the spotlight is shining on the tense relationship between the two Texans and their allied camps.

In public, both Perry and Bush shrug off any friction.

"Between the Bushes and Rick Perry there is absolutely no rift at all," Perry recently told conservative radio show host Sean Hannity.

When Bush was asked in a separate interview about it, he mentioned Karl Rove, one of his most trusted advisers, and said: "Maybe with Karl. Not with my brother, with my dad, not with me at all. I admire him."

Despite all the niceties, Perry didn't hold back when asked during a recent Republican debate about Rove's comments that Perry's 2010 book "Fed Up!" contained such explosive language that it could be "toxic" in the general presidential election.

"Karl has been over the top for a long time in some of his remarks," Perry said.

Bush's vice president, Dick Cheney, also has chastised Perry for branding Social Security "a Ponzi scheme."

Perry responded to that by saying, "If Vice President Cheney or anyone else says that the program that we have in place today, and young people who are paying into that expect that program to be sound and for them to receive benefits when they reach retirement age, that is just a lie."

These were just the latest tiffs in a spat that goes back to 1995. Perry was the state's agricultural commissioner and Bush was the newly sworn-in governor. Perry lobbied for the appointment of his wife's brother, Joseph E. Thigpen, to a vacancy on the 11th Court of Appeals in Eastland. Bush turned him down.

Bill Ratliff, who was Perry's first lieutenant governor, said Perry blames Rove for denying the request. "It created some friction between the two and Karl got blamed."

Bill Miller, a veteran Austin political consultant, confirms Ratliff's recollection.

"The staff always takes the blame," Miller said. "Karl absolutely was the surrogate."

In a letter on commission stationary and dated Dec. 17, 1994, Perry wrote a recommendation to Clay Johnson, Gov.-elect Bush's director of appointments.

"Let me, for the sake of `truth in advertising,' share that Joseph is my brother-in-law," Perry said. "He is an outstanding talent who has the ability to be a distinguished jurist."

The appointment would last only the two years remaining on the vacant seat's term, then the judge would face an election. "I obviously will campaign vigorously for him in 1996," Perry said of Thigpen.

Bush spokesman Freddy Ford did not return messages seeking comment on the matter. Mark Miner, Perry's campaign spokesman, said the request "has no bearing on the good relationship between President Bush and Governor Perry."

"This happened years ago," Miner said, "and people have moved on."

Thigpen, who like Perry grew up in West Texas, served as district attorney from 1977 until 1984 of a rural district that stretched north of Abilene.

He also filled in as needed as a neighboring county's attorney from 1989 to 1993, when he was fired because the county commissioners claimed he wasn't often available when they sought his counsel.

That mark on his record made Bush look for another candidate, and Jim R. Wright was appointed to the Appeals Court in April 1995.

Thigpen, now 65, said he didn't want to discuss being passed over.

"I'm an old man," he said, "and I prefer to be left that way."

Since the appointment flap, the Perry and Bush camps have drifted farther apart. This year, the establishment embodied by former President George H.W. Bush, father of George W. Bush, is pitted against the enraged tea partyers Perry wants to help him win the nomination.

Many who know both former governors say it's little wonder they never saw eye to eye.

The Bush family was patrician. The Perrys were tenant cotton farmers.

George W. Bush went to Yale and Harvard, famously quit drinking and rarely curses. Perry graduated from Texas A&M, enjoys fine wine and frequently peppers his speeches with "damns" and "hells."

The two men share the experience of being college cheerleaders.

It's unclear whether bad blood between the two could make it harder for Perry to attract large donors in Texas and around the country who previously backed Bush.

Contacted by phone, several people who raised more than $200,000 for Bush campaigns indicated that the Perry-Bush relationship wouldn't likely sway which candidate they ultimately support.

Rove and Perry reconciled briefly in 1998, when Perry was in a dead-heat race for lieutenant governor. Rove believed an attack ad Perry was running was too negative, so he asked Perry to ditch it. In return Rove delivered the all-important endorsement of George H.W. Bush, which helped propel Perry to victory.

George W. Bush was already in full national campaign mode while also keeping close tabs on Texas government to ensure it didn't derail his plans to run for the White House. When Bush took Rove and the rest of his inner circle to Washington, Perry built his own Texas campaign team that twice helped him win the governor's post.

The feud further escalated when Rove and many other top Bush advisers went to work for U.S. Sen. Kay Bailey Hutchison in her fierce battle against Perry for the 2010 gubernatorial nomination. Bush's father even endorsed her.

Despite the political firepower behind Hutchison, Perry trounced her and cruised to his second re-election.

Some say Perry will want the support of the Bush family and its national political muscle over a long campaign.

For now, though, Team Bush, which left the White House with record-low approval ratings, is an easy target. Austin tea party activist Don Zimmerman called Perry's chiding Rove on national TV "a no-brainer."

"One of the weapons the Democrats will have against Governor Perry is to say, `Here comes another Bush,'" Zimmerman said. "He's going to run away from that image as fast as he can."
