The Position
Under the direction and supervision of the Controller, performs a variety of specialized, complex, and
highly responsible accounting and clerical duties requiring independent judgment involved in the maintenance of the District's financial and
statistical records. [Payroll position: preparation and processing of the District's payroll for all employees.] Perform other duties
directly related to this job description.
Principal Duties and Responsibilities
General
- Research and provide information and assistance to District personnel pertaining to report preparation, budget, balances and governmental accounting procedures and respond to related questions; support the student population concerning the financial aspect of registration, payments, and resolution of related issues. Communicate procedures and processes; respond to questions or identify appropriate source for answer.
- Perform financial and managerial accounting and business operations record keeping functions required by Federal, State, and District policies, procedures, rules and regulations including but not limited to Federal Grant draw downs and reporting.
- May analyze data and draw sound conclusions; monitor cash flow and cash availability; provide assistance to outside auditors and respond to audit findings. Maintain files and post appropriate revenue and expenditures, and audit accuracy of data.
- Exercise the implementation of controls to protect against theft of funds, assets or merchandise, as in reconciling cash boxes, bank accounts, the book value of assets and physical inventory to financial records.
- Ensure that proper approval, correct budget and optimum classification, and accurate service types are assigned for all District services performed and purchases acquired.
- Utilize various software programs and computers to maintain the chart of accounts; assign account codes and vendor accounts; process and post journals, receipts and expenditures to the general ledgers.
- Establish accounts receivable(s) and payable(s); receive monetary transactions, prepare deposits and balance bank and deposit registers; prepare , process and reconcile travel, personal services contracts, encumbrances, invoices, checks (for vendor payments and deposits), financial and tax reports, ensure accuracy and completeness; verify financial data to monthly reports.
- Serve on a variety of District committees as requested.
- Monitor and ensure that all required fiscal and service delivery activities and documentation are in compliance with District and granting agency requirements and available for audit or review, including documentation of matching funds and service.
- Review, journalize, and reconcile direct and matching expenditures and budget variances for all programs, coordinate year-end journalizing of all receivables and expenditures, and provide assistance to external auditors pertaining to the Current Restricted Fund and Single Audit requirements.
- Prepare, maintain, and apply the indirect cost rate proposal submitted to federal cognizant agent.
- Assist with the initial start-up of grant funded programs, including execution of grant agreements, coordination with all departments affected by new grant acquisitions, initialization of project fiscal accounts and campus-wide notification of new or continued funding.
- Assist with the management of short-term and single-purpose grant-funded programs that are to remain within that department through full implementation.
- Assist with the coordination, review, or preparation of all periodic financial and service delivery reports required by granting agencies.
- Assist in development and distribution of an Implementation Handbook for grant managers.
- Facilitate orientation of new project directors and external project partners to the Funding Terms and Conditions.
- Serve on a variety of District committees as requested.
- Serve as back-up for other Business Services staff.
- Prepare regular and special payrolls including administrators, academic employees, classified, work study and student employees. Provide additional weekly payroll for summer camps as well as manual and supplemental warrants as appropriate.
- Perform various duties regarding payroll and accounting including the distribution of payroll warrants; provide continuity in the payroll process.
- Verify new employment, status change, termination, and other related information reported on the source documents.
- Prepare STRS and PERS retirement reports; reconcile membership eligibility, earnings and service credit with state agencies.
- Calculate all special handling requirements including professional growth awards, retroactive salary increases, workers' compensation, garnishments, seniority lists, etc.
- Calculate and maintain various leave records for employees in accordance with policy and legal requirements. Maintain payroll fringe benefit summary reports for accountants; provide employees with annual W-2 forms.
- Audit hourly pay claims for accuracy of hours and pay rates; extend pay claims.
Minimum Qualifications
1. Earned Associate's degree in accounting or related field from an accredited college or university.
2. Two years of payroll (for payroll position) experience.
3. Five years of accounting experience.
Preferred Qualifications
1. Bachelor's degree in accounting or related field from an accredited college or university.
Knowledge, Skills and Abilities
Knowledge of basic principles, methods and practices of bookkeeping, accounting methods
and financial record keeping, especially governmental; data processing systems.
Knowledge of report writing.
Knowledge of and
federal/state regulations pertaining to grants and contracts and state, federal, county and college payroll systems and
deductions.
Knowledge of PERS and STRS retirement systems.
Knowledge of operation of computers and related software programs related
to word processing and spread sheets, ledgers and journals, and standard office machines including credit card machine.
Ability to
review, understand and disseminate accurate information about Federal and State regulations.
Ability to work independently and perform
assigned duties in a timely and accurate manner.
Ability to post data and make mathematical calculations rapidly and
accurately;
Ability to develop and utilize procedures for collecting and maintaining documentation of fiscal and service delivery
compliance with current District and granting agency requirements.
Ability to communicate effectively in written and oral form and use
appropriate and correct English, spelling, grammar and punctuation.
Ability to establish cooperative working duties, including members of
organizations and institutions who are working collaboratively with the college to provide services included in specific grant-funded
projects.
Ability to perform complex bookkeeping functions.
Ability to organize data and prepare worksheets and reports.
Ability to
maintain the security and confidentiality of specified records and information.
Assignment and Salary
This beginning salary for this 40 hour per week 12 month per years position is $2,777 per month.

Working Conditions
While performing the duties of this job, the employee is regularly required to sit. The employee
frequently is required to use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee is occasionally
required to stand and walk. The employee must regularly lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.
Specific vision abilities required by this job include close vision, and ability to adjust focus.

Screening Process
