House GOP Proposes Benefit Reductions, Increased Pension Contributions For Federal Workers
WASHINGTON ? Federal employees would pay more toward their pensions and new employees would receive less generous retirement benefits under a House Republican plan to pay for highway programs.
The proposal, posted online Wednesday by the House Rules Committee, is intended to help make up a shortfall between federal gasoline tax revenues and the $260 billion that Republicans want to spend on highway construction and transit programs over the next four and a half years.
Under the proposal, the pension contributions of federal employees would increase a total of 1.5 percent over three years. New employees' retirement benefits would be calculated based on an average of an employee's past five years of earnings, instead of the current three years, among other changes. The savings to the government would be about $40 billion over 10 years, according to an estimate by the Congressional Budget Office in December of similar legislation.
Federal employee pay has already been frozen for two years to save money. The government is the nation's largest employer, with about 2 million civilian employees, according to the Bureau of Labor Statistics. About 85 percent of those work outside the Washington, D.C., metro area.
Republicans have been scratching for a means to pay for popular highway programs because revenue raised from the federal 18.4 cents-per-gallon gas tax and 22.4 cents-per-gallon diesel tax has been declining and is no longer sufficient to cover spending. Revenue from the taxes goes to a trust fund for highway and transit programs.
Congress could resolve the matter by increasing fuel taxes, but lawmakers of both parties are reluctant to raise any taxes, especially in a slow economy and during an election year.
"Using revenues unrelated to transportation undercuts the user-pays principle that our transportation system is based upon and fails to ensure the long-term viability of the nation's transportation program," said Erich Zimmerman, a policy analyst with Taxpayers for Common Sense, a federal budget watchdog group.

Discovery predicts patient sensitivity to important drug target in deadly brain cancer
ScienceDaily (Feb. 6, 2012) ? A recent discovery by Van Andel Research Institute (VARI) scientists enables the prediction of patient sensitivity to proposed drug therapies for glioblastoma -- the most common and most aggressive malignant brain tumor in humans.
The study, published in January in the Proceedings of the National Academy of Science, investigated glioblastoma models characterized by cell signaling activation and gene amplification for their susceptibility to inhibitors of both the human MET oncogene and the epidermal growth factor receptor (EFGR).
An oncogene is a gene with the potential to cause cancer. In tumor cells, they are often mutated or expressed at high levels. High MET levels often occur in human tumors, and cells with inappropriate MET signaling produce activity that potently affects the spread of cancer. This signaling is implicated in most types of human cancers and high MET expression often correlates with poor prognosis. Mutations affecting EGFR expression or activity are also linked to cancer.
"Because oncogene MET and EGFR inhibitors are in clinical development against several types of cancer, including glioblastoma, it is important to identify predictive markers that indicate patient subgroups suitable for such therapies," said VARI Research Scientist Qian Xie, Ph.D., lead author of the study.
"Studies have shown that targeting MET signaling can have potent antitumor effects," said Co-Author George F. Vande Woude, Ph.D., Head of the VARI Laboratory of Molecular Oncology. "Therefore, it is important to understand the mechanisms leading to HGF/MET sensitivity and to identify the patient subgroups most likely to benefit from MET-targeted therapeutics."
Dr. Vande Woude's career can be characterized by the uniquely broad scope of his work with MET and its molecular partner hepatocyte growth factor (HGF) -- from the original cloning and characterization of the gene, through explaining the role of the HGF/ MET signaling pathway in human cancers, and then to applying that knowledge toward the identification of inhibitors of this important cancer pathway. Because MET and HGF play such an integral role in the process of cell survival, growth, blood vessel formation, and metastasis, they are a significant target in the development of anti-cancer drugs.
Dr. Vande Woude is also the co-author of an article published last week in Nature Reviews Cancer entitled "Targeting MET in cancer: rationale and progress," which updates the progress of MET and HGF as targets in the development of anti-cancer drugs.
"Progress in understanding this vital process has led to the successful development of blocking antibodies and a large number of small-molecule MET kinase inhibitors," said Vande Woude. "Results from recent clinical studies demonstrate that inhibiting MET signaling in several types of solid human tumors has major therapeutic value."

Zsa Zsa Gabor turns 95 Monday amid health woes (Reuters)
LOS ANGELES (TheWrap.com) ? Zsa Zsa Gabor turned 95 years old Monday, defying the grim expectations that have developed after a string of health scares over the past year.
Numerous times in the last 12 months, Gabor has been rushed to the hospital, causing the public to fear the worst but ultimately beating the odds and amazing the world with her remarkable resiliency.
The actress began 2011 in a bad way, arriving at the hospital with an infected lesion that would ultimately lead to the amputation of three-quarters of her right leg.
Several more hospitalizations followed. The death of film legend Elizabeth Taylor in May caused Gabor's blood pressure to spike out of fear that she would be next. In November, she was yet again hospitalized when her feeding tube became infected and began leaking stomach fluids.
Despite all of that, Gabor will be celebrating her birthday in a big way Monday night. The actress' publicist told TheWrap that there will be a celebration at the estate of Gabor and her husband, Prince Frederic von Anhalt. The bash, which is expected to draw more than 100 guests -- Steve Allen among them -- will be marked by performances by teenage "Falling Over You" singer Caleb, who's written an original birthday song for Gabor, and pianist Rei Williams.
If Gabor's health problems are weighing on her mind today, the invitation to the soiree doesn't show it.
"Well it's time to come clean and tell the truth, I can't hide it any more, For the first time I'll be celebrating my real birthday candle count," the invitation reads. "Over the years I may have overlooked a year or two (or 20), but not this year."
As the invitation also notes, Gabor has no intention of going away anytime soon.
"I love you and I hope to see you, but if you can't make it don't worry, I'm planning on celebrating more birthdays over the coming years with my true candle count, going all the way back to Woodrow Wilson's presidency, one of the few White House residents I never met."
Given all that she's been through in recent years, it's forgivable to wonder how Zsa Zsa Gabor is even alive at all, let alone celebrating. But as she marks another year on this planet, it's probably just best to be glad that she is, and to wish her the best on her big day.
