Russia's Berezovsky battles ex-partner in UK court

LONDON (Reuters) - Exiled Russian oligarch Boris Berezovsky's ex-partner, with whom he has two children, is pursuing him in a British court for a share of his assets, adding to financial pressures on him months after he lost a $6 billion dispute with rival Roman Abramovich.

A High Court judgment published late on Wednesday modified an earlier ruling granting Yelena Gorbunova's request that up to 200 million pounds ($317 million) of Berezovsky's assets be frozen, and said only those at risk could be restricted.

Berezovsky was saddled with over $100 million in legal costs when his protracted battle against Abramovich, the owner of Chelsea Football Club, ended in defeat last August.

The oligarch had tried to keep the proceedings between himself and Gorbunova confidential. Some hearings took place last week behind closed doors, but the latest judgment on the asset freeze was published on an online database after complaints from journalists.

"On the evidence, Mr Berezovsky is a man under financial pressure. It is likely that he will feel a more pressing need to satisfy creditors than satisfy Ms Gorbunova," judge George Mann wrote in his judgment.

Berezovsky, who lives in self-imposed exile in London, did not respond to a Reuters request for a comment.

In her application for the asset freeze order, Gorbunova said Berezovsky had promised that, when he sold his 25-million-pound Wentworth Park country estate, she would receive 5 million pounds from the proceeds.

Instead, when the estate near London was sold last year, the money went to his creditors and she saw none of it.

She also said Berezovsky had told her she was the owner of two French properties which he was now in the process of selling, and she was concerned she would not receive anything from those sales because he needed the money for himself.

Berezovsky's application to have the freeze on his assets lifted was heard by judge Mann in the High Court last week.

His lawyers argued that Gorbunova's application for the asset freeze had not followed the correct procedures and that the scale of the freeze was excessive.

"PRESSING NEED"

Mann's judgment that only the assets at risk, namely the French properties, should be frozen, means Berezovsky will not be able to sell them and dispose of the proceeds until his dispute with Gorbunova is resolved.

The judgment did not put a figure on the value of the properties.

Regarding the Wentworth Park sale, Mann wrote that if Gorbunova was right and "the 5-million-pound bird has already flown", then there were no funds on which any injunction could bite.

Noting the French properties were held through "obscure offshore structures", he said there was a risk Berezovsky could manipulate matters to deprive Gorbunova of what she said she was entitled to.

The judge also made reference to Berezovsky's "propensity to go so far as giving dishonest evidence in pursuit of a claim against another in the Abramovich proceedings".

This was a reference to judge Elizabeth Gloster's ruling last year in the Berezovsky-Abramovich case, when she said Berezovsky was an "unimpressive and inherently unreliable witness".

Mann stressed that he made no judgment about the substance of Gorbunova's assertions about the assets and the promises she said Berezovsky had made, or the evidence she had put forward.

"That evidence has not yet been tested, and it is to be anticipated that Mr Berezovsky will vigorously contest the claim, dispute a lot of the evidence and advance evidence of his own," the judge wrote.

Suffix rush: the rise of 'dot whatever'

Why we'll see hundreds of new site names in 2013.

For years, there have been just a handful of ways to end a website address. There's .com, .org, .edu, and a bunch of country-specific codes, such as .fr for French websites.

But by the end of this year, there will be hundreds of new website suffixes. The Internet Corporation for Assigned Names and Numbers, the international group that oversees online addresses, has thrown open the doors, allowing businesses and speculators to apply for any name they want. The response caught ICANN off guard.

"When the new program was first rolled out, we were anticipating somewhere between 200 and, at a maximum, 500 applications ? we received nearly 2,000 applications," says Christine Willett, general manager of the ICANN program that will hand out these new suffixes, officially called generic top-level domains (gTLDs).

This massive (virtual) land run marks perhaps the largest expansion of online real estate since the inception of .com and, if successful, could dramatically change the look of Web addresses.

Internet prospectors raced to plant a flag in .baby, .mobile, and .soccer. Automakers applied for .honda, .chevy, and .ford. Google applied for 101 gTLDs, including .fun, .diy, and .youtube.

If ICANN approves, for example, the .pizza gTLD, then it will hand the winning applicant exclusive rights to create any number of new Web addresses with that suffix. You might see www.thebest.pizza as a new home for restaurant reviews. The winner could also strike deals with major pizzeria chains to create www.dominos.pizza and www.papajohns.pizza as a replacement or sister site for their current websites.

But creating a new gTLD isn't cheap. Simply applying costs $185,000. Things get even hairier if there are multiple applicants for the same name. (Four different groups applied for .pizza.) ICANN will give them a chance to work things out among themselves ? such as one buying out the other three. But if the four can't come to an agreement, then ICANN will auction off .pizza to the highest bidder. The expense doesn't end there. Whichever group wins must agree to pay ICANN $25,000 a year to keep its monopoly on .pizza.

Why shell out so much for a bunch of Web addresses? For businesses, it's about remaining on the cutting edge and locking down .nba, .hyatt, and .loreal before anyone else can register them. But for speculators, it's about buying in early.

Before ICANN initiated this program, some worried that Internet real estate had grown too scarce and too expensive. Registering a brand-new .com address costs just a few dollars, but with more than 100 million .com domain names, most of the good, generic addresses were snatched up long ago. For example, investing.com, first registered in the Internet dark ages of 1995, sold last month for $2.4 million.

Michelle Obama wears Wu to the balls again

WASHINGTON (AP) ? Michelle Obama made it a fashion tradition Monday night, wearing a custom-made Jason Wu gown to the inauguration balls. The ruby-colored dress was a follow-up to the white gown Wu made for her four years ago when she was new to Washington, the pomp and circumstance, and the fashion press.

She now emerged in velvet and chiffon as a bona fide trendsetter.

"I can't believe it. It's crazy," said Wu, reached at his Manhattan studio. "To have done it once was already the experience of my life. To have a second time is tremendous."

President Barack Obama also struck a similar style chord to his first-term inaugural balls: He wore a white tie with his tuxedo.

The red halter dress was the only one Wu, who went from fashion insider to household name on this night in 2009, submitted for Mrs. Obama's consideration. He collaborated with jeweler Kimberly McDonald on the jeweled neckline. "For this occasion, it had to be real diamonds," Wu said.

He said he felt the dress showed how he has grown up as a designer ? and how Mrs. Obama's style has evolved to be even more confident.

The first family headed out to inaugural festivities earlier on Monday with Mrs. Obama leading a very coordinated fashion parade in a navy-silk, checkered-patterned coat and dress by Thom Browne that were inspired by a menswear necktie.

The outfit was specifically designed for Mrs. Obama, but Browne said he wasn't 100 percent sure she was going to wear it until she came out with it on at Inauguration. "I am proud and humbled," he said.

The rest of Mrs. Obama's Inauguration Day outfit included a belt from J. Crew, necklace by Cathy Waterman and a cardigan by Reed Krakoff, whose ensemble she also wore to yesterday's intimate, indoor swearing-in ceremony.

Obama wore a blue tie with his white shirt, dark suit and overcoat. Malia Obama had on a plum-colored J. Crew coat with the hemline of an electric-blue dress peeking out and a burgundy-colored scarf, and her younger sister Sasha had on a Kate Spade coat and dress in a similar purple shade.

"It is an honor that Sasha Obama chose to wear Kate Spade New York," said the company's creative director, Deborah Lloyd, in an email to the Associated Press. "She epitomizes the youthful optimism and colorful spirit of the brand. We are so proud to have been a part of this historic moment."

Jenna Lyons, creative director of J. Crew, said it was "a huge point of pride for all of us" to be a part of the day ? as the brand was back in 2009 when the girls wore outfits by CrewCuts, its children's label.

"It's amazing to see the evolution of the family. I love the way Michelle looks. She looks beautiful in something so clean and tailored. It's such an elegant choice," Lyons said, "and they all look so sophisticated! You can see how the girls have grown up in the four years, and they're still so alive and vibrant, but more sophisticated."

The vice president's wife, Jill Biden, wore a gray coat and dress by American designer Lela Rose.

Mrs. Obama has worn Browne's designs for other occasions, including a gray dress with black lace overlay to one of the presidential debates last fall, and she honored him last summer at the Smithsonian's Cooper-Hewitt National Design Awards for his contribution to fashion.

Browne made his name in modern ? very modern ? menswear, but he launched womenswear in 2011. He was in Paris on Monday, just finishing previews for his next menswear collection. The idea to use the tie fabric came to him because he was indeed designing these men's clothes at the same time, he explained.

"I wanted 'tailored' for her. For me, she stands for strength and confidence, and that's what I wanted to design for her," he said.

Simon Collins, dean of the school of fashion at Parsons The New School for Design in New York, said the Obamas dressed in their typical fashion: one that shows pride in their appearance.

"They are a stylish couple and their children look fabulous. Too many people get dressed in the dark," he said. "They show it's good to dress up, take pride in how you look. ... It's a wonderful example for America and the rest of the world."

He also noted that the Obamas seem to understand that the fashion industry is a driving force in the U.S. economy and that its lobby is a powerful one. They don't treat fashion frivolously, he observed.

The first lady "is so supportive of so many American designers," Browne noted.

But Collins said he was a bit surprised the public doesn't pay much attention to the president's wardrobe. He joked that Obama should perhaps try one of Browne's signature shrunken suits ? the ones that show a man's ankles.

At the end of the Inaugural festivities, Mrs. Obama's outfit and accompanying accessories will go to the National Archives.

Mars may have supported life: Martian underground could contain clues to life's origins

Jan. 20, 2013 ? Minerals found in the subsurface of Mars, a zone of more than three miles below ground, make for the strongest evidence yet that the red planet may have supported life, according to research "Groundwater activity on Mars and implications for a deep biosphere," published in Nature Geoscience on January 20, 2013.

Up to half of all life on Earth consists of simple microorganisms hidden in rocks beneath the surface and for some time, scientists have suggested that the same may be true for Mars. Now this theory has been supported by new research, which suggests that the ingredients for life have been present in the Martian subsurface for much of the planet's history.

When meteorites strike the surface of Mars, they act like natural probes, bringing up rocks from far beneath the surface. Recent research has shown that many of the rocks brought up from the Martian subsurface contain clays and minerals whose chemical make-up has been altered by water, an essential element to support life. Some deep craters on Mars also acted as basins where groundwater likely emerged to produce lakes.

McLaughlin Crater, described in this study, is one such basin that contains clay and carbonate minerals formed in an ancient lake on Mars. The fluids that formed these minerals could carry clues to as to whether the subsurface contained life.

"We don't know how life on Earth formed but it is conceivable that it originated underground, protected from harsh surface conditions that existed on early Earth. Due to plate tectonics, however, the early geological record of Earth is poorly preserved so we may never know what processes led to life's origin and early evolution," said Dr Joseph Michalski, lead author and planetary geologist at the Natural History Museum in London. "Exploring these rocks on Mars, where the ancient geologic record is better preserved than on Earth, would be like finding a stack of pages that have been ripped out of Earth's geological history book. Whether the Martian geologic record contains life or not, analysis of these types of rocks would certainly teach us a tremendous amount about early chemical processes in the solar system."

Co-author Deanne Rogers, Assistant Professor in the Department of Geosciences at Stony Brook University used data from the Thermal Emission Spectrometer aboard NASA's Mars Global Surveyor and the Thermal Emission Imaging System aboard the Mars Odyssey orbiter to detect and identify minerals that proved to be consistent with a sustained aqueous environment on the floor of the McLaughlin Crater.

"Our understanding of Mars is changing very rapidly with all of the new mission data," said Professor Rogers. "There have been several recent observations and models that have pointed to the possibility of a vast store of groundwater in the Martian past, and perhaps present. So you might expect that deep basins such as McLaughlin, which intersect the upwelling groundwater table, would contain evidence of this water. And this study found that evidence."

Current exploration of Mars focuses on investigating surface processes because sedimentary rocks are most likely to provide the best chance evidence for habitability. Evidence suggests, however, that the Martian surface environment has been quite inhospitable to life for billions of years. In future missions, scientists could choose to target rocks related to the surface or subsurface, or perhaps do both by targeting areas where sedimentary rocks formed from subsurface fluids.

Michalski concludes: 'In this paper, we present a strong case for exploring the subsurface, as well as the surface. But I don't personally think we should try to drill into the subsurface to look for ancient life. Instead, we can study rocks that are naturally brought to the surface by meteor impact and search in deep basins where fluids have come to the surface.'

Co-author Professor John Parnell, geochemist at the University of Aberdeen, commented, "This research has demonstrated how studies of Earth and Mars depend on each other. It is what we have observed of microbes living below the continents and oceans of Earth. They allow us to speculate on habitats for past life on Mars, which in turn show us how life on the early Earth could have survived. We know from Earth's history that planets face traumatic conditions such as meteorite bombardment and ice ages, when the survival of life may depend on being well below ground. So it makes sense to search for evidence of life from that subsurface environment, in the geological records of both Earth and Mars. But it's one thing to do that on Earth -- we need to be clever in finding a way to do it on Mars."

(AP) ? Serena Williams and Victoria Azarenka advanced in contrasting styles Saturday to the fourth round at the Australian Open.

Williams, the tournament favorite aiming for a third consecutive major title, recovered from a break down in the second set to win six straight games and finish off a 6-1, 6-3 win over Japan's Ayumi Morita in 66 minutes.

Azarenka, the top-ranked defending champion, struggled to hold off injured American Jamie Hampton 6-4, 4-6, 6-2 ? and she didn't help herself with six double-faults.

At least she survived.

Juan Martin del Potro, the 2009 U.S. Open champion, lost a marathon match 6-3, 6-3, 6-7(3), 3-6, 6-3 to Jeremy Chardy of France, leaving only three major winners in the men's draw.

Andy Murray, who joined the ranks of the Grand Slam winners at last year's U.S. Open, advanced with a gritty 6-3, 6-4, 7-5 win over Lithuanian qualifier Ricardas Berankis.

Second-ranked Roger Federer, who has four Australian titles among his record 17 majors, was playing Bernard Tomic later Saturday after No. 1 Novak Djokovic took another step toward his third consecutive Australian title with a third-round win Friday.

After taking del Potro out of the top section of the draw, Chardy will next face No. 21 Andreas Seppi of Italy, who ousted No. 12 Marin Cilic with a 6-7 (2), 6-3, 2-6, 6-4, 6-2 victory.

A pair of Frenchmen advanced and will meet in the fourth round, with No. 7 Jo-Wilfried Tsonga beating Slovenia's Blaz Kavcic 6-2, 6-1, 6-4 to set up a meeting with No. 9 Richard Gasquet, who fended off Croatia's Ivan Dodig 4-6, 6-3, 7-6 (2), 6-0.

Williams surprised herself with another serve at 128 mph in an afternoon match on Rod Laver Arena, matching a career best that she hit earlier in the tournament.

"I tried to hit it really hard. I hit 207 (kph) the other day and I thought it was luck," she said. "But I did it again and I was like, 'Whew! I'm going to try to go for 210.' We'll see."

Azarenka appeared frustrated at times, but overcame an early break and fended off triple break point in the seventh game of the deciding set before clinching the match in 2 hours, 9 minutes.

Hampton needed a medical timeout for a lower back problem before she served out the second set. She winced in pain and was frequently on the verge of tears throughout the third set, but still managed 41 winners to keep the Belarusian under pressure.

"She played incredible, went for every single shot. I felt it was touching every single line," Azarenka said. "She took a medical timeout but she rips winners all over the place and I was like, 'Can I have a back problem?' I'm feeling great, but I'm missing every shot."

After wasting two set points on Azarenka's serve late in the second set, Hampton had to leave the court for nine minutes to have treatment on her back.

Azarenka practiced her backhands and serve while Hampton was in the locker room, but the break didn't help her immediately. Hampton returned and held in the next game and needed more treatment in the break at the end of the set.

Even with the pain of two herniated disks, the 23-year-old Hampton, from Auburn, Ala., went down swinging ? making 47 unforced errors to go with the winners that caught Azarenka off guard and had her asking, loudly at one point, what she could do to counter them.

Sensing an upset, and stirred by the obvious signs of pain, the crowd in Rod Laver Arena got right behind the No. 63-ranked Hampton, who had never previously gone past the second round at a major.

Azarenka had her share of supporters in the stands, too, including friend and musician RedFoo, who was wearing a shirt emblazoned with "We Go Hard" across the front.

If results go according to rankings, Azarenka and Williams will meet in the semifinals. Williams has won the Australian Open five times and is on a 19-match winning streak ? and she has lost only one match since her first-round exit at the French Open last year.

Considering Azarenka has lost 11 of their 12 meetings, including all five in 2012, it's a potential matchup where Azarenka will have to play better than ever. But they both have to advance to the last four, something Williams failed to do here last year when she was knocked out in the fourth round.

In this year's fourth round, the 31-year-old American will meet No. 14 Maria Kirilenko, who beat No. 20 Yanina Wickmayer 7-6 (4), 6-3. Azarenka next plays Elena Vesnina, who beat 16th-seeded Roberta Vinci of Italy 7-6 (4), 6-4.

In another early result, two-time major winner Svetlana Kuznetsova advanced with a 6-2, 4-6, 6-3 win over Spain's Carla Suarez Navarro.

D.C. Media News Website Sued for Libel - The BLT: The Blog of ...

FishbowlDC, a website that covers D.C. media news and gossip, was hit yesterday with a libel lawsuit (PDF) in District of Columbia Superior Court.

Wendy Gordon, a local publicist, claimed that FishbowlDC launched an "unprovoked, online smear campaign" against her and published false information that hurt her reputation and her business. The lawsuit names FishbowlDC's parent company, WebMediaBrands Inc., FishbowlDC editor Betsy Rothstein, and contributor Peter Ogburn as defendants.

According to the complaint, Gordon became the subject of a weekly feature called "Wendy Wednesday" beginning in late 2011. FishbowlDC would post a picture of Gordon, often pulled from Gordon's Facebook page, and "provide a false and humiliating description," Gordon alleged.

The posts ? the complaint includes a few examples ? would often insinuate that Gordon was sexually promiscuous and actively seeking public attention. Those descriptions were false, Gordon said.

Gordon claimed that the posts had hurt her ability to attract higher-end clients and damaged her personal reputation. "Defendants' false attacks have caused people to consider Ms. Gordon to be of a lesser moral character than she is," she claimed, noting that she's not a public figure.

According to the complaint, Gordon's lawyer sent a cease-and-desist letter to FishbowlDC in October asking that they stop publishing articles about her, retract previous articles, publish an apology, and reimburse her legal fees. Some articles were taken down, according to the complaint, but FishbowlDC didn't offer an apology or a full retraction.

Gordon is seeking $1 million in punitive damages and $1 million in compensatory damages. Gordon's attorney, David Wachen of Shulman, Rogers, Gandal, Pordy & Ecker in Potomac, Md., said Gordon respects the First Amendment but that what FishbowlDC did was "outrageous."

"Journalists, when they write things for publication, normally are supposed to check their facts and have a basis in fact for writing something," Wachen said. "What these people did, they didn?t check their facts, they just made stuff up, and it's really beyond the pale."

In a statement, WebMediaBrands executive vice president and general counsel Mitchell Eisenberg said: ?While we cannot comment on the specifics of pending litigation, we do not believe that there is any merit to the claims and plan to defend against them vigorously.?

Rothstein and Ogburn could not immediately be reached for comment this morning.

The case is before Judge Thomas Motley. An initial scheduling conference is set for April 19.

The Obvious and Easy Self-Improvement TipThe self-improvement movement is well documented already with lots of information on how to improve yourself and be a better human being.

Often there is a regurgitation of the same content in the area of self-improvement, and although that is worthy, it does not truly offer anything essentially different.

Repetitive messages are still of value of course and often we see a similar message get delivered across the industry anyway and that is still important.

To say self-improvement tips could be categorized as being easy might be understating the challenges that go hand in hand with personal development and absolute personal change.

Since it may be looked upon as being just a generic term, what exactly is self-improvement anyway?

Self-improvement visibly states that whatever is being improved is done from inside, or by, the individual. In other words its not external to the person, it?s an inner job and it?s a decision that is generated by that person. The question often involves the beginning point of the self-improvement process and what it in fact entails.

Human beings, at least in contemporary society, tend to evaluate success on or by demonstrated results. In a nutshell its obvious to see that in today?s fast paced demanding world that functioning is measured and is all about demonstrated or proven results.

Using this criteria then, how exactly does an area like self-improvement get calculated? Society very clearly has not delineated, defined, or valued self-improvement enough as evidenced in the questions that arise from trying to define it!

And that is the point of view that is being presented here. Beginning the self-improvement process requires courage and a steely resolve. It amounts to doing unfamiliar things that in so many ways will not get recognized or even acknowledged from the outside world.

That of course does not amount to the reality that changes won?t ever be seen by others, it?s just that in a fundamental sense, the results are not as apparent. That being said, all parties involved may not know how to delineate them however!

A different approach needs to be undertaken complete with a mentality that is focused on internal acknowledgment and not the need for acknowledgment from others. Get the process correct and the outcomes will come.

It needs to be remembered that this process is labelled ?self? improvement. With this understanding you open yourself up to the free infinite possibilities that exist in life.

That is the base or starting point. Self-improvement then, like anything done in life, is an inside job. You need to recognize where you are going and how you are going to get there. Once you have the foundation to work from all that is necessary is a determination and genuine aspiration to want to progressively improve and develop yourself further.

Now back to the easy self-improvement tips spoken about a little earlier and where they might be. If you are asking that question or questioning where they are, read the words again and remind yourself that you dwell in a reality that needs proof, that seeks visible results, and seeks evidence.

Reading between the lines in life is the key. The self-improvement tip that this article overwhelmingly wants to accentuate, is the importance in life of preparation and understanding the ?process? of life.

IMF on sidelines as US budget fights brew nearby

(AP) ? International Monetary Fund chief Christine Lagarde travels the world trying to keep the global economy on track. But some of the greatest threats are brewing just blocks from her Washington office and there's little she can do about them.

The IMF has been left largely on the sidelines as Democratic and Republican fights over the budget raise the specter of a U.S. default or another recession. The tools that give the IMF leverage in other parts of the world don't work in Washington: The U.S. isn't looking for a bailout and the IMF wouldn't have enough money if it were. It can offer advice from its highly regarded economists, but, in Washington, those are just a few expert voices among many.

Any attempt by the IMF to broker a deal between Democrats and Republicans would be almost inconceivable. Neither side is looking for the IMF to be a referee. And with the United States being the largest IMF shareholder, the fund cannot afford to antagonize lawmakers who must approve the U.S. contribution.

"I can't think of a strong enough word for the negative reaction if the IMF tried to get in the middle," said Jim Kolbe, a former Republican congressman from Arizona. "Even though someone on the international level indeed needs to give us a spanking in this case to tell us that we are setting a very bad example for the rest of the world."

The IMF's lack of influence in Washington shows the limit of its powers at a time it has raised its profile, taking a central role in efforts to resolve Europe's financial crisis. That marked a change for an organization more commonly associated with bailing out developing countries and imposing strict, often unpopular conditions in exchange for its help.

In the EU, the IMF has leverage through its loan programs in Portugal, Ireland and Greece. The EU has relied on it not only as a source of funding for ailing members, but also as an honest broker to help restructure their economies. But there is no similar role for the IMF in the U.S., despite international worries about the ripple effects of any downturn in the U.S. economy, the world's largest.

Global financial markets rise and fall as President Barack Obama and congressional Republicans face off in a series of high-profile budget fights. Most recently, a last-minute New Year's deal avoided a "fiscal cliff" of automatic tax increases and spending cuts that many economists said could have thrown the country into a recession. But more fights are pending about the automatic spending cuts, which have only been delayed. Another dispute over the government's borrowing authority could result in a U.S. default if a deal isn't reached.

Beyond those immediate issues are broader questions about the United States' long-term financial health, given its massive budget deficits.

The IMF is hardly ignoring these problems. Lagarde talks about them in many of the countries she visits. Last week in Malawi, she urged developing nations to shore up their own economies so they can withstand the effects of any downturns in the United States and Europe.

"If those two advanced economic zones are going into recession, that will have a major impact around the world," she said.

IMF spokesman Gerry Rice says IMF officials do influence U.S. policymakers. They have regular meetings with the Obama administration and members of Congress and have raised concerns about U.S. fiscal policy.

Lagarde occasionally has the ear of Obama directly. The IMF also has other channels with the administration. Lagarde's deputy, David Lipton, was previously a top economic adviser to Obama and former fund officials now serve in the White House.

The IMF also issues policy recommendations for the United States, as it does for all its 188 members. It has urged the United States to gradually reduce its debt with a balance of tax increases and budget cuts. But while many countries eagerly anticipate reports about their economies, knowing they can influence their ability to borrow in international markets, the IMF reports on the United States are seldom cited by American policymakers.

Some analysts have questioned whether the IMF tones down its criticism of United States to avoid problems with a country that provides much of its budget. Jacob Kirkegaard, a senior fellow at the Peterson Institute for International Economics, said the IMF missed earlier opportunities to raise alarms as the U.S. debt problems were building. He said the fund was too timid last decade in identifying imbalances, including trade deficits and rising spending and tax cuts under the George W. Bush administration.

Rice says the IMF in its analyses treats the United States just as it would any other member.

But a former IMF executive board member, Domenico Lombardi, says the IMF's relationship with the United States is complicated.

"They try to influence with quiet persuasion," said Lombardi, now a fellow at the Brookings Institution. "In practice, they don't want to upset the largest shareholder."

Former Marine freed from Mexico jail speaks out

(CBS News) CBS News first reported last month the story of a former U.S. Marine, Jon Hammar, arrested in Mexico after bringing an antique shotgun across the border.

His parents told a harrowing story of abuse and violence by drug gangs inside that prison.

Now he is free, and for the first time, he's speaking for himself. CBS News spoke with the 27-year-old Monday.

Hammar returned home to Florida two weeks ago -- after spending more than four months in solitary confinement in a Mexican prison. His case is a sensitive topic for the diplomats who helped negotiate his release -- and a source of controversy among lawmakers who claim he was unjustly imprisoned.

In his first interview since his release, Hammar shared some painful memories.

Last August, Hammer and a friend decided to drive from Florida through Central America. Hammar told CBS News, "We wanted to experience the whole, you know, migration from Mexico -- to Panama, really."

Hammar, who had just completed three tours of duty in Afghanistan and Iraq, had recently been diagnosed with post-traumatic stress disorder. He planned on camping and surfing, a key part of his recovery. He said, "I can leave everything, all my problems on land and kind of go out on the water and enjoy myself."

Hammar also packed his great-grandfather's shotgun. He says it was a standard part of his camping equipment. "It's a .410 bolt action shotgun," he said. "You know, it's for hunting small birds."

He declared the weapon at the U.S.-Mexico border and bought a gun permit from a U.S. Customs agent. But when he crossed the border, Mexican officials detained him. Transporting a firearm or even a single round of ammunition is a federal crime in Mexico.

Asked why he thinks he was arrested, Hammar said, "Well, because I had a shotgun with me. And I don't think that the rules are as clear to, not only me, but to everyone else in Mexico. And I think it was really a big misunderstanding on everyone's part."

After four days in a holding cell, he was transferred to one of the country's largest prisons, and his family began receiving threatening phone calls. Hammar said, "There were threats made to me and my family. And the American consulate got involved and told the jail, you know, 'You can't -- we can't have this'."

Hammar refuses to reveal the identities of the individuals who made those threats, but his mother Olivia Hammar told CBS News that she believes her son was being beaten by inmates who are members of a powerful drug cartel.

Olivia Hammar said in December, 2012, "When he was initially put into the general population, we started receiving calls from members of the cartel that were saying, you know, 'We have your son and we're going to kill him'."

Those inmates threated to hurt and even behead her son unless she paid them thousands of dollars. After Hammar's mother reported the calls to U.S. officials, the threats stopped. At that point, Hammar was removed from the general population and placed in solitary confinement.

The room he was confined in was "basically like an electrical room, kind of like a garage," Hammar said. "There were three walls, a ceiling, and a floor," he added. "It's normally where the guards would keep like, their book bag or something ... in the corner of the room. They put a bunk in the corner and put me in the corner in the back of this room."

Hammar said he was chained to the bed by his foot. Hammar said some days he wasn't given food. He doesn't speak Spanish, so he rarely spoke to guards. He made occasional calls to his parents and received infrequent visits from U.S. Consulate officials.

He remained behind bars for more than four months. Mexican officials dropped the case days before Christmas without an explanation. Hammar's family credits the press and U.S. lawmakers for pressuring Mexican authorities.

Hammar said of the ordeal, "Some people get thrown fastballs and you get dealt a hand in life. And you have to play with that hand."

Asked if this was a fastball, Hammar replied, "Yeah, it happened pretty fast."

Hammar says he takes responsibility for his actions. He's a quiet guy, very reluctant to talk about himself, but he wanted to share his story because his family believes that the public attention was responsible for pressuring Mexican authorities into releasing him.

Hammar had health issues right after he was released. He was hospitalized for five days because of stomach issues, lung infections. But he's recovering. He says he's trying to work out and get healthy.

Mexican authorities dropped the case. However, it sounds like there may be future litigation. Hammar said Customs authorities on the U.S. side told him what he was doing was legal. That paperwork hasn't been recovered. So it's unclear whether that case can be made.

The tablets that Sony has made so far have not made much of an impact on the market, but they might be selling well enough to justify the launch of a new model. And if rumors are to be trusted, that's exactly what the company may working on right now. The Sony SO-03E, also referred to as the Sony Xperia Tablet Z, is said to be an upcoming 10.1-inch Android slate powered by capable hardware enclosed in a watertight body.?

Do we have your attention already? Okay, then here's what is also rumored about the Sony Xperia Tablet Z: its screen will have a resolution of 1920 by 1200 pixels, and the SoC chosen to provide it with computational power is the quad-core Snapdragon S4 Pro (APQ8064) running at 1.5GHz. The tablet will be LTE-enabled, but we suppose a Wi-Fi-only model will be made as well. You'd also get 2GB of RAM, 32GB of storage, an 8MP main camera, and a 6000mAh battery. As we mentioned above, the Sony Xperia Tablet Z will be resistant to dust and water damage, all the while sporting a thickness of only 6.9 millimeters. Last but not least, Android 4.1 will come out of the box.

Indian troops kill Pakistani soldier in Kashmir

ISLAMABAD (Reuters) - Indian troops killed a Pakistani soldier in the disputed territory of Kashmir late on Tuesday, the Pakistani army said, the fifth fatality in hostilities between the nuclear armed neighbours since the new year.

The soldier was killed at a position called Kundi during firing from the Indian side that began at 10 p.m. (1630 GMT), Pakistan's army said in a statement.

Two Pakistani and two Indian soldiers were killed in early January in the worst outbreak of violence in Kashmir since the India and Pakistan agreed a ceasefire nearly a decade ago.

Government spokesmen on both sides have sought to play down the deaths and insisted they would not derail talks meant to improve relations between the two countries.

India and Pakistan have fought three wars since their independence in 1947, two of them over the Himalayan region of Kashmir.

India-Pakistan ties had improved after nose-diving in 2008 when gunmen killed 166 people in Mumbai in a three-day rampage India blamed on a Pakistani militant group.

Firing and small skirmishes are common along the internationally recognised 740-km (460-mile) Line of Control in Kashmir despite a ceasefire that was agreed in 2003.

Apparently, Yaacov Yisrael is on the move.

From Halifax to Shamokin.

According to a report in Saturday's Sunbury Daily Item, Yisrael will be named Shamokin's new head football coach at Monday night's school board meeting.

Yisrael, the former Penn State defensive back who spent the past two seasons as Halifax's head coach, will succeed Dan Foor.

Foor resigned following the 2012 season.

In his two seasons at Halifax -- Yisrael served a two-year stint as defensive backs coach under predecessor Ritchie Enders before earning a promotion to head coach in 2011 -- was 8-12 overall.

Yisrael piloted the 2011 Wildcats to a 4-6 mark -- 3-4 in the Twin Valley Conference -- then guided Halifax to another 4-6 record this past season despite mighty, mighty low number.

The Wildcats finished 4-5 in the Tri-Valley League.

Shamokin last season finished 4-6 under Foor. A year earlier, the Indians captured the District 4-AAA championship and won one PIAA playoff game.

In Foor's four seasons, Shamokin fashioned a 16-30 record.

CBS orders untitled Jim Gaffigan project to pilot

LOS ANGELES (TheWrap.com) - CBS has ordered an untitled Jim Gaffigan project to pilot, the network announced on Friday.

Much like FX's "Louie," the proposed single-camera series sounds as if it will be largely autobiographical on the stand-up comic's life.

Executive produced and written by both Gaffigan and Peter Tolan ("Rescue Me"), Gaffigan will star as the happily married and harried father of five living in New York City.

Gaffigan's manager, Alex Murray, will also serve as an executive producer on the Sony Television production, along with Michael Wimer of Tolan's Fedora Entertainment.

Gaffigan has starred in a number of television and film projects over the years, including TBS' "My Boys," but most recently won an Emmy for his 2012 comedy album "Mr. Universe."

His newest book, "Dad is Fat," hits shelves this May.

(AP) ? New cars, same results at Daytona International Speedway.

Dale Earnhardt Jr. started a 12-car accident at Daytona on Friday that essentially shut down a three-day test session designed to hone NASCAR's redesigned cars.

Stock-car racing's most popular driver was trying to bump draft with Marcos Ambrose on the back straightaway when he lifted Ambrose "like a forklift" and turned him into the wall. Ambrose's Ford bounced back across the track and triggered a pileup that collected a host of others.

"It was a big mess and tore up a lot of cars down here trying to work on their stuff," Earnhardt said. "Definitely the drafting is not like it used to be. You can't really tandem certain cars; certain cars don't match up well."

Two of Earnhardt's Hendrick Motorsports teammates, Jeff Gordon and Kasey Kahne, also were involved. So were defending Sprint Cup champion Brad Keselowski, new teammate Joey Logano, Carl Edwards, Kyle Busch, Jamie McMurray, Martin Truex Jr., Aric Almirola and Regan Smith.

There were no injuries, but the wreck caused several teams to leave Daytona. At least 10 teams, including Michael Waltrip Racing, Penske Racing and Richard Petty Motorsports, packed up their haulers and headed back to North Carolina.

"It is unfortunate, but sometimes you have to wreck them to learn," Keselowski said. "The sport is rewinding. That is the important thing to say. The sport advanced to the two-car tandem three or four years ago, and there were certain things you could do then that you couldn't do in the past without wrecking.

"Now the rules package is back to where we were in the early 2000's when the fans enjoyed the racing better. We as drivers have to rewind to how we used to drive these cars. This is how you do it. You make mistakes and learn and that is part of it. I might be the guy who makes the mistake next time, so I can't be mad about it."

Manufacturers Chevrolet, Ford and Toyota are using new cars in 2013, ones that have unique front ends that make race cars more closely resemble those on the streets and in the showroom.

The new cars have considerably less downforce than their predecessors and perform differently on the track. The previous models had identical designs that made it easier for bump drafting because the front and rear bumpers lined up squarely.

But with redesigned parts in low supply as vendors try to keep up with demands, many teams came to Daytona without backup cars. Drivers took a cautious approach to the test, trying to gain information about speed and handling while hoping to avoid the kind of huge wrecks typically associated with racing in tight-knit packs at nearly 200 mph.

NASCAR asked teams to simulate race conditions Friday by forming the large drafting packs, and there were 18 cars on the track when Earnhardt triggered the big one.

" You can't push, which I think is a good thing," Gordon said. "The bad thing is you can still get to the guy's bumper, but the cars just don't line up very well. ... It's something that is going to have to be dealt with very carefully. You are going to have to be cautious when you do it and do it with the right guys, but most of the time you're going to need to stay away from it. That is certainly something we learned."

Backing up Gordon's sentiments, Earnhardt said the nose of his Chevrolet slid under the rear bumper of Ambrose's Ford.

"It's going to take a lot more care and concentration and just knowing kind of what is at stake," Earnhardt said. "Certain cars you line up OK with and can push fine and for whatever reason mine and Marcus' car didn't line up good. We got our bumpers together and it hooked him. For whatever reason, you've got to be careful who you are working with."

One driver who avoided the melee was five-time series champion Jimmie Johnson. He and crew chief Chad Knaus decided before the session to stay.

"It doesn't make any sense to go out there and draft," Johnson said before the crash. "You don't learn anything. You're just taking a chance of ruining your best race car."

Newark Mayor Cory Booker files paperwork to raise money for his 2014 Senate run

Newark Mayor Cory Booker has filed paperwork allowing him to raise money to run for the US Senate in 2014, setting up intrigue over his political future and that of 89-year-old Frank Lautenberg, who currently holds the seat.

Booker made the filing Tuesday with the Federal Election Commission. The prolific social media user has not tweeted about it or made any public announcements about the filing.

But it came as no surprise. Booker, perhaps New Jersey's highest-profile Democratic politician, announced last month that he would not challenge Republican incumbent Chris Christie and run for governor in 2013. Instead, Booker said, he was looking at a run for the Senate next year.

US Rep. Frank Pallone, a Democrat from central New Jersey, has also expressed interest in the seat.

The interest puts some pressure on Lautenberg, the oldest member of the Senate.

When Booker said he might run for the seat, he praised Lautenberg for his service, but said he had not spoken with him about his plans. Through a spokesman, Lautenberg declined to talk about his political future.

But so far, he has not given any indication that he would like to retire.

And Booker has not said whether he would be willing to take on Lautenberg in a primary run if the senator tries to keep his seat.

Spokesmen for Pallone, Lautenberg and Booker did not immediately return calls to the Associated Press.

In 2008, New Jersey's Democratic establishment decided that Lautenberg was not too old to serve.

US Rep. Rob Andrews challenged him a primary. Most of the state's Democratic leaders stood with Lautenberg, who won handily then retained his seat in the general election.

Booker has 1.3 million Twitter followers and is known for responding to constituent complaints sent to him electronically. During Superstorm Sandy, he invited residents to charge their cellphones at his house. In April, he let the world know through Twitter that he rushed into his neighbor's house and rescued her from a fire. During a snowstorm, he helped shovel people out. And he recently finished spending a week living on a food stamps-level food budget as part of a challenge that came from a Twitter follower.

He was elected mayor of Newark in 2006 with 72 percent of the vote, four years after narrowly losing a bruising battle against longtime Mayor Sharpe James. The race was chronicled in the 2005 documentary "Street Fight." He was re-elected in 2010 with about 60 percent of the vote

A Stanford-educated Rhodes Scholar who grew up in suburban Harrington Park, NJ, Booker is the son of civil rights activists who were among the first black executives at IBM. He got his law degree from Yale Law School, then moved to one of Newark's most notoriously violent housing projects.

Last year was by far the hottest year on record in the United States. Here's 2012's heat by the numbers:
